RECOMMENDATION TO COUNCIL

Recommend Council approve increased total Purchase Order authority for the following Purchase Orders:

 

  • Distribution Transformers (RFQ 10-3177) from $3,500,000 to $7,000,000
  • Dead-front Padmount Switchgear (RFQ 10-3184) from $3,500,000 to $5,000,000
  • Raychem Gelports (RFQ 10-3215) from $210,000 to $750,000

 
BACKGROUND

After formal bids were issued, Purchase Orders were awarded for Distribution Transformers (RFQ 10-3177) and Dead-front Padmount Switchgear (RFQ 10-3184) on October 17, 2018 (both with final optional renewal years expiring on 6/30/2023) and for Raychem Gelports (RFQ 10-3215) on August 7, 2019 (with final optional renenwal year expiring on 6/30/2024).  The Electric Department has an ongoing need for the materials purchased on these Purchase Orders in order to support new development, distribution system upgrades and maintenance activities.

 

The original spending estimates for each of these Purchase Orders was based on the best information at the time.  Since then, new development activity has nearly doubled (which represents the majority of the materials purchased under these Purchase Orders) and equipment pricing has increased between 25% and 30% since contract award due to the rise in raw material costs and pandemic related supply chain issues.


 
FISCAL IMPACT

The recommended increases in total Purchase Order authority for each of the Purchase Orders are as follows:

  • Distribution Transformers (RFQ 10-3177) from a total of $3,500,000 to $7,000,000
  • Dead-front Padmount Switchgear (RFQ 10-3184) from $3,500,000 to $5,000,000
  • Raychem Gelports (RFQ 10-3215) from $210,000 to $750,000.

 

Purchase of these materials is done on an as-needed basis; there are no guaranteed spending amounts for any of the contracts.  Funding is included in the Electric Fund for FY2021-22 and future year funding will be requested as part of the annual Electric Department budget.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. The increase in spending authority on these Purchase Orders meets the above criteria and is not subject to CEQA. No additional environmental review is required.
