RECOMMENDATION TO COUNCIL
Staff is recommending that the City Council approve the Industrial 12kV Underground Conversion Project plans and specifications and authorize staff to call for bids.

BACKGROUND
The Santucci Justice Center was constructed in 2005 and utilizes existing overhead infrastructure on Industrial Boulevard to provide electricity to the campus. Over the past years, multiple accidents and construction related activities have occurred, disrupting service to the campus for an extended amount of time.
The purpose of this project is to install underground infrastructure along Industrial Boulevard and convert one overhead circuit to an underground circuit. By completing this project Roseville Electric will increase the reliability and avoid extended power outages to the campus. In the event of a car accident or construction activities Roseville Electric will have the capabilities to restore power more efficiently. This will also increase reliability to the surrounding areas.

FISCAL IMPACT
The estimated cost of this project is $250,000 and funds are available in the Electric Fund FY2021-22 budget.

ENVIRONMENTAL REVIEW
The proposed Industrial Boulevard 12kV Underground Conversion project involves the minor alteration of an existing facility, which is categorically exempt from CEQA as a Class 1 Exemption (State CEQA Guidelines Section 15301); the replacement and reconstruction of existing structures and facilities, which is categorically exempt from CEQA as a Class 2 Exemption (State CEQA Guidelines Section 15302); and conversion of small facilities, which is categorically exempt from CEQA as a Class 3 Exemption (State CEQA Guidelines Section 15303). The Exemption has been prepared and no further CEQA action is required.
