RECOMMENDATION TO COUNCIL

Staff recommends City Council adopt an ordinance to approve a budget adjustment to transfer $23,000 from the General Fund to the Fleet Replacement Fund to facilitate the purchase of a grant-awarded diesel compressor.


 
BACKGROUND

The Roseville Fire Department continues to develop an existing Hazardous Materials Derailment Training Facility at the Roseville Fire Training Center. This is a unique training prop in the country designed to teach emergency responders how to effectively respond to complex railcar emergencies. The Fire Department is currently working under a $450,000 grant from California Governor's Office of Emergency Services (Cal OES), which Council previously approved on December 1, 2021. This equipment is part of item “J” within the existing MOU, supplying compressed air to the training prop.

 

The Fleet Division will process the procurement, licensing, and vehicle preparation of this Environmental Protection Agency (EPA) tier-4 compliant, tow-behind diesel compressor. Staff recommends transferring $23,000 of the grant award from the General Fund to the Fleet Replacement Fund for this purchase.


 
FISCAL IMPACT

This is a cost-neutral request utilizing existing budgeted grant funds. Approval of the recommended budget adjustment authorizes $23,000 to be transferred from the General Fund to the Fleet Replacement Fund for the purchase of an EPA tier-4 compliant, tow-behind diesel compressor.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of a budget adjustment for the purchase of an EPA tier-4 compliant compressor, meets the above criteria and is not subject to CEQA. No additional environmental review is required.
