RECOMMENDATION TO COUNCIL
Staff recommends that City Council adopt a resolution to approve a contract purchase agreement (#3002391) with PlayPower LT Farmington, Inc. C/O All About Play for $158,451.29 to remove and replace the Kenwood Oaks playground structure, and authorize the City Manager to execute the agreement on behalf of the City of Roseville.

BACKGROUND
The school-aged playground structure at Kenwood Oaks Park is more than 20 years old. The playground structure has reached the end of its useful life. During the planning process the Parks, Recreation & Libraries department reached out to the local community for public feedback.
Public outreach included:
- A two week write-in period seeking feedback on a proposed playground structure layout. The two week write-in period occurred in January 2022. Signs were posted onsite and information was shared via social media.
- Two comments were received. Kenwood Oaks’ playground structure was redesigned per public feedback received.
- A second two-week write-in period was conducted in April 2022.
- The second write-in period received 10 comments for Kenwood Oaks. Several comments were about the park in general and not related to the replacement playground structure layout.
Staff recommends approval of a Contract Purchase Agreement (#3002391) with PlayPower LT Farmington, Inc. C/O All About Play for $158,451.29 to remove and replace the Kenwood Oaks Park playground structure with a new structure. The Contract Purchase Agreement piggybacks Sourcewell Contract #010521-LTS-4.

FISCAL IMPACT
The project was approved in FY2020-21 using funds from the Parks, Recreation & Libraries Capital Projects Fund (Fund 3130) for Kenwood Oaks Park. Maintenance costs are funded by the General Fund and are anticipated to remain unchanged. There will be no new General Fund impacts.

ENVIRONMENTAL REVIEW
The proposed project involves the replacement of the existing playground structure and facilities. This activity is categorically exempt from CEQA as a Class 2 Exemption (State CEQA Guidelines Section 15302). The Exemption has been prepared and no further CEQA action is required.
