RECOMMENDATION TO COUNCIL

Staff recommends that City Council adopt a resolution to approve a contract purchase agreement (#3002392) with PlayPower LT Farmington C/O All About Play for $155,268.75 to remove and replace the Del Stephenson Park playground structure, and authorize the City Manager to execute the agreement on behalf of the City of Roseville.
 
BACKGROUND

The school-aged playground structure at Del Stephenson Park is more than 20 years old. The playground structure has reached the end of its useful life. During the planning process the Parks, Recreation & Libraries Department reached out to the local community for public feedback. 

 

Public outreach included: 

  • A two-week write-in period seeking feedback on a proposed playground structure layout. The two week write-in period occurred in January 2022. Signs were posted onsite and information was shared via social media.
  • Del Stephenson Park received one public comment.
  • Staff felt that a second opportunity for public comment was warranted. A second two-week write-in period was conducted in April 2022. 
  • The second write-in period received: 1 new comment. The comment suggested adding fitness equipment at the playground site. In consideration of this comment, staff received several quotes and reviewed the sinking fund balance. Adding the fitness equipment exceeded the project budget and the sinking funds current balance could not support the new fitness improvements at this time. This project is being considered for a future date.

 

Staff recommends approval of a Contract Purchase Agreement (#3002382) with PlayPower LT Farmington, Inc. C/O All About Play for $155,268.75 to remove and replace the Del Stephenson Park playground structure with a new structure. The Contract Purchase Agreement piggybacks Sourcewell Contract #010521-LTS-4.


 
FISCAL IMPACT

A budget adjustment of $170,000 was approved for FY2022-23 by Council on July 6, 2022. The allocation was approved using sinking funds from the Highland Reserve North Community Facilities District No. 2 (Services District) (Fund 2107). Ongoing maintenance costs are provided for Del Stephenson Park through the Highland Reserve North Community Facilities District No. 2 (Services District) and is expected to remain unchanged. There will be no General Fund impact. 

ENVIRONMENTAL REVIEW

The proposed project involves the replacement of existing playground structure and facilities.  This activity is categorically exempt from CEQA as a Class 2 Exemption (State CEQA Guidelines Section 15302). The Exemption has been prepared and no further CEQA action is required.
