RECOMMENDATION TO COUNCIL

Staff recommends that the Council adopt a resolution to approve the First Amendment to Professional Design Services Agreement for Design and Construction Document Preparation for the West Roseville Soccer Complex with Verde Design Inc., and authorize the City Manager to execute the agreement. 


 
BACKGROUND

The West Roseville Sports Complex is located on Westbrook Boulevard just south of Blue Oaks Boulevard.  The original 25-acre park site, combined with a smaller 3-acre park site immediately to the north, was intended to be developed as a regional sports complex featuring up to six multi-use rectangular fields.

 

In March 2021, a Request for Qualifications/Proposals was issued seeking experienced professional landscape architectural design firms to submit their qualifications and proposals for professional design services for the West Roseville Soccer Complex. Two responses were submitted.

 

After a panel review and based on the firm’s methodology, sports complex project experience, familiarity with the City standards and development processes and technical expertise, Verde Design Inc. was selected.

 

The original agreement amount was approved by Council in July 2021 for $826,245.

 

In December 2021, Council approved a Purchase and Sales Agreement to purchase 20 acres of property directly to the south of the Sports Complex in order to expand the planned six field complex to a ten field complex. With the work already underway, the additional land purchase expanded the scope of services and therefore staff is seeking approval of the Professional Design Services Agreement Amendment of $421,340. Because of the current work, this amendment meets the criteria of a sole source contract as approved by both the City Manager and City Attorney. If approved, the total agreement amount will be $1,247,585.


 
FISCAL IMPACT

Work performed under this professional design agreement and amendment will be paid from West Roseville citywide park funds allocated in FY2014-15 toward this capital improvement project.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
