RECOMMENDATION TO COUNCIL
Staff recommends City Council adopt a resolution authorizing the City Manager to execute contract purchase agreement (3002354) with Suez WTS Services USA Inc. to provide water demineralization and softening trailers on an as-needed basis for Roseville Electric owned and/or operated generation facilities.

BACKGROUND
Roseville Electric owns and/or operates three power generation facilities. Each of these facilities requires the use of demineralized and softened water for such things as steam production, emissions control, process cooling and power augmentation. Trailer mounted water purifying systems are a cost effective way to back up installed systems during routine maintenance or repair evolutions. They also serve as an effective means for supplying high quality water for units designed without permanent water treatment systems installed.
Roseville Electric investigated water filtration and treatment trailer suppliers and found that Suez WTS Services USA Inc. was the only company whose trailers come with a comprehensive water quality monitoring and notification software package. The Suez InSight software is a trademarked package that constantly monitors feedwater quality and effluent quality, then calculates remaining trailer capacity. The software regularly communicates with Suez wirelessly to facilitate trailer replacement thereby ensuring a constant supply of water with minimal operator involvement.

FISCAL IMPACT
This multi-year contract purchase agreement will be for a period of four years. Total costs are not to exceed $800,000 based on an assumed average cost of $200,000 per year. Funding is included in the Electric Generation budget in the Electric Fund for FY2022-23 and will continue to be included in future year budgets for the term of the agreement.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.
Approval of a contract purchase agreement meets the above criteria and is not subject to CEQA. No additional environmental review is required.
