Title:Letter of Support for The Gathering Inn's State of California Community Care Expansion Program Funding Application

RECOMMENDATION TO COUNCIL

Recommend City Council provide direction to Staff regarding a requested letter of support for The Gathering Inn’s application to the California Department of Health Care Services and California Department of Social Services Community Care Expansion (CCE) program for California Health and Human Services Agency (CalHHS) infrastructure funding to establish a 30-bed medical respite center in Roseville, California and, if direction is given to prepare said letter of support, adopt a Resolution authorizing the Mayor to sign any such letter on behalf of the City. 
 
BACKGROUND

Contingent on site control and funding, The Gathering Inn (TGI) is proposing a 30-bed medical respite center at 300 Elefa Street, Roseville, CA 95678.  The proposed site is located in the Los Cerritos neighborhood and within an approximate 500 feet radius of Woodbridge Elementary School. At the May 18, 2022, City Council meeting, Council approved the following actions for a portion of right of way (ROW) south of Lot 7038, which is located on Elefa Street and immediately adjacent to the proposed site:

1. Adopted a resolution vacating the ROW in a portion of ROW south of Lot 7038 and authorized the City Manager to execute a Quitclaim Deed of the portion of ROW to Albert Francis Development, Inc., and    

2. Authorized the City Clerk to record the Quitclaim Deed, the Resolution, and anything else necessary to effectuate the intent of these actions after the City has complied with the 30-day California Department of Housing and Community Development review process. 

Medical respite care is acute and post-acute care for persons experiencing homelessness who are too ill or frail to recover from a physical illness or injury on the streets but are not ill enough to be in a hospital. TGI’s proposed medical respite center is anticipated to provide:

·       Housing for up to 6 weeks or 90 days with authorization;

·       Assistance with follow-up medical appointments and establishing continuing primary care;

·       Case management to develop a plan for housing after discharge and access available public programs and resources; and

·       Behavioral health assessments and referral for services.

The proposed center will be an expansion of TGI’s current 10-bed medical respite center located in Auburn.  TGI has been successfully operating the Auburn center since 2009, and serves approximately 75 people annually.  This expansion would allow for an additional 210 guests served annually between the two locations. As a part of their outreach process, TGI represents they have met with surrounding neighbors to address any issues or concerns with the proposed center.

On January 31, 2022, the California Department of Health Care Services (DHCS) and Department of Social Services (CDSS) released a joint Request for Applications (RFA) for $570 million in CalHSS infrastructure funding under the Community Care Expansion program for acquisition, construction, and rehabilitation to preserve and expand adult and senior care facilities serving Supplemental Security Income/State Supplementary Payment (SSI/SSP) and Cash Assistance Program for Immigrants (CAPI) applicants and recipients, including those who are experiencing or at risk of homelessness. If funding is granted, TGI will have to commit to operating the site per the program for a period of 30 years. TGI is pursuing an application for funding under this RFA to support the expansion of its medical respite center in Roseville. The application indicates stakeholder engagement at the local level is very important to the success of the project and a requirement for funding.


 
FISCAL IMPACT

There is no fiscal impact to the City’s General Fund.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. The proposed letter of support meets the above criteria and is not subject to CEQA. No additional environmental review is required.
