RECOMMENDATION TO COUNCIL

Staff recommends that City Council adopt a resolution to approve an agreement with Interstate Construction, Inc. for construction of the Industrial Substation Switchgear #1 Replacement Civil Construction project and authorize the City Manager to execute it. In addition, staff requests authority to approve change orders up to ten percent (10%) of the contract amount.


 
BACKGROUND

The construction work at Industrial Substation is required for the replacement of the existing switchgear that has reached its end of life.  Replacement of this equipment is necessary to maintain system reliability.

  

City Council approved the plans and specifications and authorized the call for bids at the May 18, 2022 meeting.  Subsequently, Roseville Electric solicited proposals through Request for Quotations No. 07-083 Industrial Substation Switchgear #1 Replacement Civil Construction project, seeking a contractor to provide the necessary construction services.  Staff received two bids which were opened on June 20, 2022. After staff review of the proposals, Interstate Construction, Inc. was determined to be the lowest responsive bidder.


 
FISCAL IMPACT

The fiscal impact of the Agreement with Interstate Construction, Inc. is $179,880 with a 10%, or $17,988, contingency, for a total not-to-exceed amount of $197,868.  Funds are available in the Electric Fund FY2022-23 budget.

ENVIRONMENTAL REVIEW

The proposed work of the Industrial Substation Switchgear #1 Replacement project involves the replacement of existing structures and facilities.  This activity is categorically exempt from CEQA as a Class 2 Exemption (State CEQA Guidelines Section 15302).  The Exemption has been prepared and no further CEQA action is required.
