RECOMMENDATION TO COUNCIL
Staff recommends that the City Council adopt the attached resolution accepting the Downtown Water Mains Replacement Project – Hillcrest Neighborhood (Project #500094) as complete and authorizing the Environmental Utilities Director to execute the Notice of Completion.
| BACKGROUND
An analysis of maintenance history, flow capacity limitations, and age of the water distribution pipelines in the Roseville downtown area identified the need for mainline replacements and upsizing. The scope of this project included Design-Assistance and Construction of approximately 20,315 feet of 8-inch and 12-inch water mains and associated appurtenances. The project area is shown in the Notice of Completion.
On February 3, 2021, City Council awarded a Design-Assist Construction Contract to A. Teichert & Sons Inc. dba Teichert Construction after a competitive proposal process.
The City’s Environmental Utilities Department (EUD) completed final inspection of the project on July 7, 2022, and found the work to be completed in accordance with the improvement plans and specifications, punch list items are complete, and is now ready for acceptance.
| FISCAL IMPACT
A Design-Assist Construction Contract was awarded to Teichert Construction in the amount of $6,995,535. City Council also approved an allowance to pay contract change orders of up to 10% of the value of the contract ($699,554), for a not-to-exceed total of $7,695,089. There were a total of five negotiated change orders during construction and one allowance item was found not to be needed. Final contract value is $7,066,478.95.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of a Notice of Completion meets the above criteria and is not subject to CEQA. No additional environmental review is required.
