RECOMMENDATION TO COUNCIL

Per recommendation of the Parks & Recreation Commission, staff recommends that the City Council approve by motion park names for several parks targeted for construction in the coming year.

 

NC-57 dog park off of Antelope Creek – Apollo Dog Park;
The park site at Gibson Drive – Gibson Courts or The Courts at Gibson Drive;
• The ten-field long field complex – Roseville Soccer Complex or West Roseville Soccer Complex; and,
Rename the current Roseville Sports Center - Mahany Fitness Center.


 
BACKGROUND

NC-57 - The Parks & Recreation Commission recommends this park to be named Apollo Dog Park. This was also the recommendation of the Park Naming Subcommittee, and the park name is consistent with the precedent of naming our dog parks after police K-9s. K-9 Apollo served for ten years, retired, and has since passed away.

 

The park site at Gibson Drive - The Parks & Recreation Commission recommends this park to be named Gibson Courts or The Courts at Gibson Drive. The Park Naming Subcommittee recommended the name Gibson Sports Courts. The facility at Gibson will be a hard court complex featuring lighted pickleball, tennis, and basketball courts. The Subcommittee and Parks & Recreation Commission felt it appropriate to select a name that is descriptive of the facility as it is not a typical park.

 

The ten-field long field complex - The Parks & Recreation Commission recommends this complex to be named Roseville Soccer Complex or West Roseville Soccer Complex. The Park Naming Subcommittee recommended the name Roseville Sports Complex. This complex will be a regional draw, and also used by residents from throughout the city. The Parks & Recreation Commission felt that Roseville Sports Complex was too generic, lacking identification of what type of complex it is. They felt the name Soccer Complex provides an image of the facility, recognizing that other sports utilizing a rectangular field can be played here as well.

 

Lastly, to avoid confusion with the new complex, the Parks & Recreation Commission recommends that the current Roseville Sports Center (which is a fitness and community center at Mahany Park) be renamed the Mahany Fitness Center. This was also the recommendation of the Park Naming Subcommittee. This new name better aligns with the activities that occur at this facility.

 

Parks & Recreation Commission

The Parks & Recreation Commission reviewed the Subcommittee suggestions at its November 7, 2022 meeting.

 

Park Naming Process
The Park Naming policy was updated and approved in June 2021. Changes included a new make-up of participants as the Park Naming Subcommittee.  This Subcommittee consists of:

Parks, Recreation & Libraries Director
Park Planning and Development Superintendent
Park Development Project Manager (one representative serving a two-year term, to be rotated among Park Development Project Managers)
PRL Superintendent from the Parks Division (one representative serving a two-year term, to be rotated among PRL Superintendents from the Parks Division)
PRL staff member chosen “at-large”, who shall serve a two-year term
•Staff member from the Development Services Department (one representative serving a two-year term, to be rotated among Development Services staff)
With the exception of the Director and Park Planning & Development Superintendent, committee members will serve a two year term.

 

The Name Selection Process is as follows:
The Subcommittee shall review all names and recommend up to three names for each new park or facility to the Parks & Recreation Commission. 
1. The recommended names, along with the full list of submissions (including the “active” names from the previous year), shall be reviewed by the Parks and Recreation Commission for consideration at a formal meeting. The Parks and Recreation Commission shall recommend up to three names for each new park or facility to the City Council.
2. The recommended names, along with the full list of submissions (including the “active” names from the previous year), shall be reviewed by the City Council for approval at a formal meeting. 
3. Family members of any potential namesakes shall be contacted by PRL staff prior to final approval by City Council, to ensure their support of the recommendation.
4. The Annual Park Naming Process shall conclude upon City Council’s final approval of the park or facility name.
Advertisement for names for the above parks occurred in July through August 2022.  The advertisement period was four (4) weeks.  The Park Naming Subcommittee, consisting of Jill Geller, Parks Recreation & Libraries Director; Mike Isom, Development Services Director; Tara Gee, Park Planning & Development Superintendent; Eric Dexter, Parks, Recreation & Libraries Superintendent; Joel De Jong, Park Planning Project Manager; and Patrick Daly, Parks Supervisor, met on August 29, 2022 to review the name submissions along with names on the “active” list from last year. “Active” are those names received the year prior and not selected.

 

Names from the 2022 submission period and not selected for recommendation will remain on the “active” list for one year.  Please see the attachments for a summary of active names from 2021 and the submissions received during this latest advertisement.


 
FISCAL IMPACT

Park identification signs for new parks will be included in the construction budgets of each park. There will be no General Fund impact.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.  The park naming recommendations meet the above criteria and are not subject to CEQA.  No additional environmental review is required.
