RECOMMENDATION TO COUNCIL

Staff recommends that the City Council adopt an ordinance to approve a $193,581 budget adjustment to create a new project (CalRecycle Grant - SB 1383 Program Implementation) for CalRecycle grant funding.  


 
BACKGROUND

On February 16, 2022, City Council adopted a resolution authorizing staff to submit applications to apply for CalRecycle grant programs which are offered occasionally to local jurisdictions for the collection, management, or recycling of various wastes.

 

Recently, CalRecycle began administering a one-time, non-competitive grant program to provide aid to local jurisdictions in the implementation of SB 1383 regulations. This grant program provides $57 million in statewide funding to assist with the implementation of SB 1383 regulatory requirements. The City of Roseville applied for and was awarded a one-time, advance payment of $193,581 from the available statewide funds. The funds can be used in any of the following SB 1383 areas: capacity planning, collection, edible food recovery, education and outreach enforcement and inspection, program evaluation/gap analysis, procurement requirements, and/or record keeping. The City plans to use these funds to offset the cost of SB 1383 mandates, such as procurement of organic waste products or collection containers. To date, Waste Services staff have been actively implementing SB 1383 requirements by conducting pilot studies; completing a rate study and rate increase proposal; planning for organics processing capacity; conducting inspections for the edible food recovery program; providing educational materials to customers; and preparing a procurement policy and municipal code updates that were adopted by City Council on December 15, 2021, and June 1, 2022, respectively.
 
FISCAL IMPACT

Staff recommends approval of a budget adjustment for $193,581 to capture the grant revenue from CalRecycle and associated expenses. This will be administered through a new project (CalRecycle Grant - SB 1383 Program Implementation) in the Waste Services Operations Fund. Since the project’s expenses will be funded entirely by the grant, there will be no effect on the available resources in the Waste Services Operations Fund. No matching funds are required and there is no fiscal impact to the General Fund.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute Section 21065 and CEQA State Guidelines Section 15060(c)(3) and Section 15378.  Approval of a budget adjustment meets the above criteria and is not subject to CEQA. No additional environment review is required.
