RECOMMENDATION TO COUNCIL

Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a services agreement with Brink's U.S. for armored car services. Staff also requests authorization for two (2) additional one (1) year renewals without further Council approval, provided that the applicable budget is approved by the City Council each year, or until staff determines that continuing with the same vendor is not in the City's best interest. 
 
BACKGROUND

The City contracts with an armored car service to pick up cash receipts regularly from City facilities and transport them safely to a bank vault for processing. 

 

In March 2022, the City issued a request for proposals to conduct a competitive procurement process to select an armored car service provider. After staff from multiple City departments reviewed the two submitted proposals and conducted interviews, staff recommends contracting with Brink's for a three-year term, with two optional one-year extensions.


 
FISCAL IMPACT

The estimated cost of the armored car services is approximately $115,000 per year, for a total of $345,000 over the three-year period, a portion of which will be paid for by the General Fund. The actual cost of services will increase with CPI and will vary based on a fuel surcharge applied based on the market price of gasoline. The cost of the first year of the armored car services has been included in the proposed FY2022-23 budget. The cost of the remaining years of the services will be included in future proposed budgets, pending City Council approval.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of an agreement for armored car services meets the above criteria and is not subject to CEQA. No additional environmental review is required.
