RECOMMENDATION TO COUNCIL

Recommend Council appoint Maria Fisk, Eileen Speaker, and Kim Ryan Unidad to the Library Board to terms expiring December 31, 2026.

 

Appoint David Jacques and Thomas Lamb to the Personnel Board to a term expiring December 31, 2026.

 

Appoint Derek Pell, Doyle Radford Jr., and Philip Roberts to the Transportation Commission to terms expiring December 31, 2026.

 

Appoint Joseph Bales, Ivann Greene, Steve Miller, Arthur Pauly, Jr., and Tom Rutherford to the Board of Appeals to terms expiring December 31, 2026.

 

Appoint three (3) individuals to the Parks and Recreation Commission to terms expiring December 31, 2026 from the applications received from: Renee Borowiak, Brandon Clark, Regina Souchek, and Jeff Short.

 

Appoint two (2) individuals to the Senior Commission to terms expiring December 31, 2026 from the applications received from: Eugene Cheng, Barbara Harmon, Shyan Lee, Steve Miller, and Nicole Zamora.
 
BACKGROUND

Appointments to the Board of Appeals, Library Board, Parks & Recreation Commission, Personnel Board, Senior Commission, and Transportation Commission are due to be made as part of the bi-annual recruitment process. Recruitment for all vacancies occurred in October 2022, video interviews of the applicants were conducted by the City Clerk Department, and the City Attorney’s Office reviewed the Statements of Economic Interest (Form 700) for potential conflicts of interest. The application, video interviews, and confidential attorney review are compiled and provided to the City Council for consideration. No extra applications were received for the Board of Appeals, Library Board, Personnel Board, and Transportation Commission and as such, the appointment of the candidates is recommended.


 
FISCAL IMPACT

Not applicable.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. The appointment of members to boards or commissions meets the above criteria and is not subject to CEQA. No additional environmental review is required.
