RECOMMENDATION TO COUNCIL

Staff recommends that the City Council accept the 2018 Regional Surface Transportation Program Arterial Resurfacing Project as complete and adopt a resolution authorizing the Public Works Director to execute the Notice of Completion.


 
BACKGROUND

The 2018 Regional Surface Transportation Program Arterial Resurfacing Project:

   

  • Replaced failed sections of asphalt roadway pavement;
  • Resurfaced with microsurfacing;
  • Reconstructed Curb Ramps to comply with ADA requirements; and
  • Replaced signal detector loops at various locations throughout the City.

         

The streets included in the project were portions of (see attached map for locations): Blue Oaks Blvd.; Cirby Way; Estates Dr.; Eureka Rd.; Foothills Blvd.; Folsom Rd.; Harding Blvd.; Orlando Ave.; Pleasant Grove Blvd.; Riverside Ave.; East Roseville Pkwy.; Sierra College Blvd.; Sutter Ave.; Stanford Ranch Rd.; Vernon St.; Douglas Blvd; and Woodcreek Oaks Blvd. 

      

Staff determines which Roseville streets are to be resurfaced with the aid of a pavement management system software that optimizes the timing of resurfacing projects based upon road condition and available funding.

   

The Public Works Engineering Division has made the final inspection of the 2018 Regional Surface Transportation Program Arterial Resurfacing Project and has found the work to be completed in accordance with the improvement plans and City Specifications and is now ready for acceptance.  As required by the Specifications and Faithful Performance Bond, the Contractor shall guarantee the installation of all improvements for a period of 12 months from the date of the Notice of Completion.


 
FISCAL IMPACT

The project was funded by a Highway Infrastructure Program (HIP) grant and two Regional Surface Transportation Program (RSTP) allotments. No General Fund resources were used for this project. 

    

Staff are completing the final accounting of project costs and will submit the final reimbursement request to Caltrans for the various grant funding sources in the coming weeks.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.  Acceptance of the 2018 Regional Surface Transportation Program Arterial Resurfacing Project as complete meets the above criteria and is not subject to CEQA. No additional environmental review is required.
