RECOMMENDATION TO COUNCIL

Staff recommends the City Council:

 

1.  Accept comments on the Electric Utility Wildfire Mitigation Plan for 2023 (“Plan”) from the public, other local and state agencies, and interested parties, and verify that the Plan complies with all applicable rules, regulations, and standards, as appropriate, by approving the Plan; and

2.  Authorize staff to submit the approved Plan to the California Wildfire Safety Advisory Board.


 
BACKGROUND

The Electric Utility Wildfire Mitigation Plan (Plan) aims to reduce the danger of catastrophic wildfires by ensuring the safe operation of Roseville's electricity cables and equipment. The Plan outlines the many steps the utility has taken to reduce the risk of wildfires starting near Roseville's power lines and other equipment. To meet the requirements of Senate Bill 901, the City Council must approve the Plan on an annual basis. The Plan also complies with section 8387 of the Public Utilities Code, which mandates the creation and implementation of a wildfire mitigation plan by publicly held power utilities.

 

Roseville is located in an urban region of the State with a minimal danger of wildfires. None of the City's electric service territory is within or adjacent to areas where the State has determined that there is a moderate to high risk of wildfire danger.


 
FISCAL IMPACT

There is no cost associated with the acceptance of the plan and independent evaluator's report.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and§15378. Acceptance of the Electric Utility Wildfire Mitigation Plan meets the above criteria and is not subject to CEQA. No additional environmental review is required.
