RECOMMENDATION TO COUNCIL

Staff recommends that City Council approve a sole source purchase order to Genfare, LLC in the amount of $220,746.56 for ten (10) Fast fare boxes and upgrades to support Roseville’s new Zero Emission Buses.


 
BACKGROUND

Roseville Transit currently uses Genfare fare boxes on its existing buses to track fare payments and ridership. Genfare, LLC is the only company that produces Fast fare boxes. To maintain compatibility with Roseville’s bus fleet, Fast fare boxes must be installed in the new Zero Emission buses. The Genfare computerized data collection system, probes, and vaults are all designed to operate with Genfare fare boxes only. The installation of a different type of fare box on our current fleet of buses and/or new buses would require the purchase of a new, separate set of revenue collection equipment. This would include new probes, vaults and a computer data system for the different type of fare boxes. Roseville would also need to invest in the training of staff and outreach to our customers on two different revenue collection systems. The advantage of approving the purchase of ten (10) Fast fare boxes from Genfare is that Roseville Transit will continue to effectively collect revenue, manage, and monitor revenue collection using equipment currently installed on existing buses and at the Corp Yard. 


 
FISCAL IMPACT

This procurement has an estimated cost of $220,746.56 based on quotes obtained by Genfare. Costs will be split evenly between grant funds awarded to two Alternative Transportation projects 400164 – Commuter Bus Replacement and 700029 – South Placer County Transit Project - Capital. There is no fiscal impact to the General Fund.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. The proposed purchase meets the above criteria and is not subject to CEQA. No additional environmental review is required.
