RECOMMENDATION TO COUNCIL
Staff recommends that the Council adopt a resolution to award the project to the apparent low bidder, Abide Builders, Inc. for the Gibson Park Project, authorize the City Manager to execute the agreement with Abide Builders, Inc. in the amount of $4,021,608, and authorize staff to approve change order requests in an amount not to exceed ten percent (10%) of the contracted amount. Staff also recommends that the City Council adopt an ordinance to approve a budget adjustment of $334,000 from the North Central Neighborhood Park Fund (3308), and $1,710,500 from the Citywide Park Fund (3303), to the Gibson Park Project (400004).
| BACKGROUND
The Courts at Gibson Park Project (formerly known as Gibson Park) is located on the 13.75-acre park site off of Roseville Parkway and Gibson Drive near the Galleria. The master plan was approved in November 2020. The approved master plan for this multi-generational sports courts complex includes 12 lighted pickle ball courts, ten lighted tennis courts, three lighted full courts for basketball, two shaded gathering areas, two restrooms, informal turf areas, a walking/looped path and exercise pods.
The first phase of the park includes a base bid of three lighted pickle ball courts and support features such as spectator seating, a restroom and picnic tables. Add alternates include:
1. Additional shade for spectators at the initial three courts
2. Addition of three more courts for a total of six lighted courts plus spectator shade at courts 4, 5 and 6
3. Additional three courts for a total of nine lighted courts plus spectator shade for courts 7, 8 and 9
City Council approved the plans and specifications and authorized the call for bids at the August 17, 2022, meeting. Bids were opened on December 6, 2022, and staff received two bids for the project. The bid results are as follows:

Staff recommends award of the base bid plus add alternates 1, 2 and 3 for a total contract award amount of $4,021,608 to Abide Builders, Inc.
| FISCAL IMPACT
Funds for this first phase have been approved using the Citywide Park (3303) and North Central Neighborhood Park Development (3308) Funds through the FY2020-21 CIP budget. A budget adjustment is requested to fund the construction of nine lighted pickleball courts, associated shade structures and site amenities. Maintenance costs will be approximately $16,000/year/acre. The funding source for maintenance will be the General Fund.

ENVIRONMENTAL REVIEW
Development of the Gibson Community Park was previously evaluated in the North Central Roseville Specific Plan (NCRSP) EIR (certified May 31, 1990, SCH No. 88053010), and identified in the associated NCRSP Specific Plan. Construction of the Gibson Community Park is within the scope of the project covered by the NCRSP Final EIR. As discussed in the NCRSP EIR, the EIR provides environmental analyses of community infrastructure and facilities, including parks, pedestrian bridges, and bike trails, to the extent applicable. Because the project is consistent with the NCRSP Final EIR and Specific Plan, no new effects would be expected to occur and all applicable mitigation measures from the NCRSP EIR will be implemented during the design and construction of the Gibson Community Park. As such, no additional environmental documentation is required.
