Title:Roseville Parkway Extension Project - Award of Contract, Professional Services Agreement, Purchase Order, and Budget Adjustment

RECOMMENDATION TO COUNCIL

Staff recommends that the City Council:

 

1. Award the Roseville Parkway Extension Project to the low bidder, DeSilva Gates Construction, LLC for $21,286,286.50, and adopt a resolution authorizing the City Manager to execute the agreement and provide change order authority of 10% of the contract amount ($2,128,628); and

 

2. Adopt a resolution to approve a professional services agreement with KCM Engineers, Inc., a California corporation dba Knight CM Group, for construction management services in the not-to-exceed amount of $2,309,693 and authorize the City Manager to execute the agreement; and

 

3. Approve a sole source purchase order to PDC Sacramento LPIV, LLC (Panattoni Development Company) for the purchase of embankment soil in the amount of $180,000; and

 

4. Adopt the attached ordinance for a budget adjustment in the amount of $27,320,000 from the Traffic Mitigation Fund to fully fund project construction.


 
BACKGROUND

Roseville Parkway is a multi-lane arterial roadway providing a connection from Northwest Roseville to East Roseville and Granite Bay.  The roadway is continuous except for a 0.75-mile segment between Foothills Boulevard and Washington Boulevard. The project scope includes the construction of:

       

  • Four vehicle travel lanes (two in each direction);
  • Curb, gutter and sidewalk;
  • On-street bike lanes;
  • Separated multi-use path;
  • Street lights;
  • Street landscaping; and
  • An overpass spanning the Union Pacific Railroad (UPRR) tracks and Industrial Avenue

 

At the July 6, 2022 meeting, Council approved the plans and specifications for the project and authorized staff to call for bids.  The bid opening was held on July 25, 2023 and a total of five bids were received.

Staff has reviewed the low bid from DeSilva Gates Construction and has found it to be complete and in order.

 

Staff recently released a Request for Proposals (RFP) for Construction Management Services for the Roseville Parkway Extension Project. Eight firms submitted proposals in response to the RFP. After evaluation of the eight proposals, a selection committee composed of four staff members selected KCM Engineers, Inc. dba Knight CM Group to provide the requested services. The selection of this firm was based on their understanding of the Roseville Parkway Extension Project, extensive experience with providing the requested services for similar projects, and their plan to deliver a successful project.

 

In the early stages of project development, project staff determined that roughly 140,000 cubic yards of soil is required to construct the overpass spanning the Union Pacific Railroad tracks and Industrial Avenue. City staff identified private development sites local to the Roseville Parkway Extension project that could supply the needed soil. One such development site is the Panattoni Development Company (Panattoni) site at 7801 Foothills Blvd. The site has in excess of 80,000 cubic yards of soil stockpiled less than .5 miles from the Roseville Parkway Extension project. Panattoni has agreed to sell the soil to the City at a price of $2.25/Cubic Yard. Both the City and Panattoni benefit from this arrangement. The City will save approximately $220,000 in direct project costs and Panattoni reduces its future costs to develop the site. This partnership also has an indirect benefit by removing nearly 800 truck trips from neighboring roads which reduces the impact on the City's roadway network. Staff previously worked with the developer of the Green Acres Nursery Site at Galilee Road to obtain approximately 40,000 cubic yards of material for the project. Approval of the sole source purchase order will authorize the purchase of the material. 

 

Public Outreach:

Since 2019, the Roseville Parkway Extension Project has been driven by robust public participation including a virtual community open house, stakeholder representative group meetings, online surveys, and email and social media updates.

 

Public Works staff will continue to work closely with the City's Public Affairs and Communications team to keep the community informed of the project’s progress and traffic impacts during the construction phase of the project. Staff will ensure residents and businesses are notified about the project benefits and construction impacts through a variety of methods that may include, but are not limited to: direct mail, signage, social media, web, and email notifications.


 
FISCAL IMPACT

The recommended budget adjustment in the amount of $27,320,000 from the Traffic Mitigation Fund (TMF) is required to fund construction, construction contingency/change order authority, staff time, and construction management costs. No General Fund resources will be used for the project.



ENVIRONMENTAL REVIEW

Project level CEQA compliance for the Roseville Parkway Extension project was accomplished with preparation of the Roseville Parkway Extension Project Final Initial Study and Mitigated Negative Declaration (Adopted: September 16, 2020). Because the Roseville Parkway Extension project is consistent with the project evaluated in the Roseville Parkway Extension Project Final Initial Study and Mitigated Negative Declaration, no new effects would be expected to occur and all applicable mitigation measures from the Roseville Parkway Extension Project Final Initial Study and Mitigated Negative Declaration will be implemented. As such, no additional CEQA action is required at this time.
