RECOMMENDATION TO COUNCIL

Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a sole source contract purchase agreement with Teledyne Monitor Labs for the design, purchase and commissioning of upgraded programable logic controls equipment at the Roseville Energy Park and Roseville Peaking Plant.


 
BACKGROUND

The Roseville Energy Park (REP) utilizes continuous emission monitoring system (CEMS) equipment from Teledyne Monitor Labs. The equipment includes chemical analyzers, programmable logic controllers (PLC), associated gas handling equipment, and a data acquisition and handling system hosted on a computer in the REP control room. The Roseville Peaking Plant (RPEAK) site, operated by Roseville Electric for the California Department of Water Resources, utilizes the same chemical analyzers and similar gas handling equipment with a third party PLC and data handling system.

 

The REP CEMS PLC is no longer supported by the equipment manufacturer and has reached end of life. A quote from Teledyne Monitor Labs was obtained for like-in-kind modernized replacements of the existing REP CEMS PLC’s. Additionally, the quote contains the parts necessary to replace the existing RPEAK PLC’s with the same equipment which will be used at the REP. This will standardize equipment between the two plants, reducing training requirements and required spare parts inventories.


 
FISCAL IMPACT

The total cost of the agreement is not to exceed $195,399.53. Funding is included in the Electric Department's FY2023-24 budget in the City's Electric Fund.



ENVIRONMENTAL REVIEW

The proposed project involves the replacement and repair of equipment at an existing facility. This activity is categorically exempt from CEQA as a Class 1 Exemption (State CEQA Guidelines Section 15301). The Exemption has been prepared and no further CEQA action is required.
