RECOMMENDATION TO COUNCIL
Staff recommends that the City Council adopt a resolution to approve a Memorandum of Understanding (MOU) between the City of Roseville and the Dry Creek Joint Elementary School District regarding School Crossing Guards, and authorize the City Manager to execute it.

BACKGROUND
Roseville's Alternative Transportation Division of Public Works assigns school crossing guards (SCG) to elementary and middle schools where traffic studies indicate a SCG is needed. SCGs escort children across designated intersections, observe and report traffic violations, promote and enforce safety procedures for pedestrians and bicyclists, and survey designated areas for potential hazards to students’ health and welfare. The Alternative Transportation Division pays the salary and benefits of SCGs.
In some instances, traffic studies may show a SCG is not fully warranted for a location. However, City staff and the school district may agree it is beneficial to place a SCG at a location. This MOU would facilitate 50% salary and benefit annual reimbursement from the school district for each SCG placed at a location that did not fully warrant one.

FISCAL IMPACT
Local Transportation Funds pay for SCG salary and benefits, training, and equipment. To partially offset the City’s operational budget costs, the district has agreed to pay 50% of salary and benefits costs for SCGs at locations that do not fully warrant a SCG. No General Fund resources are used for this item.
The district has agreed to pay:
2023-2024 school year: 1 SCG = $8,300
2024-2025 school year: 1 SCG = $8,600
2025-2026 school year: 1 SCG = $8,900

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of an MOU for School Crossing Guards meets the above criteria and is not subject to CEQA. No additional environmental review is required.
