RECOMMENDATION TO COUNCIL

Staff recommends that the City Council adopt an ordinance to approve a budget adjustment in the amount of $4,000,000 to purchase an additional six (6) waste collection vehicles before the end of 2023.


 
BACKGROUND

The Environmental Utilities (EU) Waste Services Division has been proactively assessing the impacts of the California Air Resources Board (CARB) Advanced Clean Fleets regulation. Starting January 1, 2024, fifty percent of new truck purchases are required to be zero emission and this will move to one hundred percent in 2027. At this time there is no suitable zero emission collection vehicle that can complete a full route. To ensure we continue to provide high quality reliable service, staff has determined the need to purchase an additional six (6) waste collection vehicles to ensure we have reliable collection vehicles for at least the next 15 years.

 

In preparation for this purchase, Council approved a budget adjustment at the April 5, 2023, Council meeting in the amount of $5,000,000 to move funds from the Waste Services Operations fund into the Fleet Replacement fund. The recommended budget adjustment of $4,000,000 will appropriate funds from the Fleet Replacement Fund into the FY2023-24 Fleet Replacement budget to purchase the vehicles.


 
FISCAL IMPACT

The recommended budget adjustment of $4,000,000 will appropriate funds in the Fleet Replacement Fund in the FY2023-24 budget to purchase the vehicles.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of a budget adjustment meets the above criteria and is not subject to CEQA. No additional environmental review is required.
