RECOMMENDATION TO COUNCIL

Staff recommends that the City Council:

1)   Adopt a resolution to approve the Design-Assist and Construction Agreement for the Pleasant Grove Wastewater Treatment Plant Ultraviolet Disinfection Addition Project with Auburn Constructors, LLC in the amount of $2,993,300 and authorize the City Manager to execute the agreement on behalf of the City of Roseville; and
2)  Authorize the City Manager or his designee to approve and pay for contract change orders for this agreement that could increase the contract amount by no more than 10% ($299,330) or not to exceed a total contract amount of $3,292,630, and


 
BACKGROUND

The Pleasant Grove Wastewater Treatment Plant Ultraviolet Disinfection System Addition Project (Project #500165) was initiated to increase capacity in the Ultraviolet (UV) Disinfection process area of the Pleasant Grove Wastewater Treatment Plant. The Project includes modification to the existing UV channels, addition of an additional channel, demolition of old equipment, installation of new equipment, start-up, testing, and commissioning of UV equipment and automation equipment (programmable logic controllers, instrumentation and electrical infrastructure). 

 

The Environmental Utilities Department (EUD) is under contract with Carollo Engineers to design the project.  EUD has also pre-procured the Ultraviolet equipment from the equipment manufacturer, Trojan Technologies. The City entered an additional contract with Trojan Technologies for construction and commissioning support. EUD is now working to add the construction contractor to the team. 

 

EUD released Request for Proposals No. 08-110 on July 19, 2023, to solicit proposals for the Construction Contractor portion of the design-assist and construction agreement for the Pleasant Grove Wastewater Treatment Plant Ultraviolet Disinfection Addition Project. On September 7, 2023, the City reviewed two proposals.  EUD’s technical staff evaluated the contractor’s proposals based on qualifications, experience and cost as specified in RFP 08-110.  Auburn Constructors, LLC was determined to provide the best value and ranked first in overall scoring.


 
FISCAL IMPACT

The cost of the recommended contract is $2,993,300. This contract is fully funded by the available resources in the project budget by the South Placer Wastewater Authority (SPWA). EUD’s Pleasant Grove Wastewater Treatment Plant Ultraviolet Disinfection Addition Project Contractor agreement amount is $2,993,300.

ENVIRONMENTAL REVIEW

The proposed project involves the minor alteration of an existing facility.  This activity is categorically exempt from the California Environmental Quality Act (CEQA), as a Class 1 Exemption (State CEQA Guidelines Section 15301).  The Exemption has been prepared and no further CEQA action is required.
