RECOMMENDATION TO COUNCIL

Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a Contract Purchase Agreement (3003202) in the amount of $192,780 with Spohn Ranch, Inc. for the Maidu Skate Park Improvements.
 
BACKGROUND

In spring and summer of 2022, staff sought public feedback for renovation of the skate track at Maidu Regional Park. The outreach process included multiple virtual meetings as well as an on-site meeting to gain feedback on desired features, design, elements, construction materials and more.  The public was also invited to submit sketches of those elements for consideration.  

 

Staff reached out to several providers of skate park design and construction, and determined Spohn Ranch, Inc. was best able to provide the design and construction of the desired renovations utilizing a  “piggyback” contract to ensure the lowest and best prices. “Piggyback” contracts have already been competitively bid by public agencies thus allowing other public agencies to purchase the same items at the accepted lowest and best rates. Other advantages in using the “piggyback” procurement approach is best value through competition, fair and equitable contracting opportunities for venders, public confidence in the use of public funds, improved ethical conduct in procurement and increased efficiencies in the purchasing process.

 

The contract purchase agreement for the Maidu Regional Park Skate Track Renovations is Sourcewell Contract # 112420-SRI and is effective through December 28, 2024. This piggyback contract has been reviewed by Purchasing.


 
FISCAL IMPACT

The funding for the skate track renovation was approved by Council in FY2021-22 from the Citywide Park Fund. Maintenance for Maidu Regional Park is paid for by the General Fund and will remain unchanged.

ENVIRONMENTAL REVIEW

The proposed project involves the replacement of an existing facility amenity. This activity is categorically exempt from CEQA as a Class 1 Exemption (State CEQA Guidelines Section 15301). The Exemption has been prepared and no further CEQA action is required.
