RECOMMENDATION TO COUNCIL
Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a Memorandum of Understanding between the City of Roseville and the County of Placer regarding a Work Experience (WEX) Cooperative Agreement.

BACKGROUND
The Placer County Health and Human Services Department coordinates a paid WEX program that helps participants gain valuable, hands-on work experience. The City of Roseville would provide the WEX participants with training and supervision. The WEX program would pay the wages of the participant for up to 1,000 hours per fiscal year and provide workers’ compensation coverage. The program is funded by a contract with the Community College Foundation for placements in public, private and non-profit agencies. Participants are individuals who may have marketable skills but are currently out of work. Some individuals may need to brush up on skills they have not recently used. For those with no work or training history, this placement will give them an opportunity to obtain practical work experience. The City would work with Placer County to ensure that placements are mutually beneficial to the candidate and the City. As detailed in the WEX Cooperative Agreement, the work assignments can’t displace current City employees nor fill allocated vacancies. Staff is recommending that the Council adopt a resolution authorizing the City Manager to execute a WEX Cooperative Agreement. This is an opportunity to share the value of public service and provide participants with the skills to become gainfully employed.

FISCAL IMPACT
There is no fiscal impact as the WEX program pays the participant’s wages.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of the proposed Work Experience Agreement meets the above criteria and is not subject to CEQA. No additional environmental review is required.
