RECOMMENDATION TO COUNCIL

Staff recommends City Council accept the Maidu Soccer Arena Improvement Project as complete and adopt a resolution authorizing the Parks, Recreation & Libraries Director to execute the Notice of Completion.


 
BACKGROUND

The Parks, Recreation & Libraries Department has made a final inspection of the Maidu Covered Soccer Arena Improvements Project and has found that all contract work has been completed in accordance with the improvement plans and specifications.  The project is now ready for acceptance. The Maidu Covered Soccer Arena is located on the 152-acre regional park site located off of Rocky Ridge Drive and south of Douglas Boulevard.  The project included minor alterations to the existing covered soccer arena to improve access, cleanliness, and spectator comfort.  It included replacement of the existing fencing with new fencing, and added shade for bleachers, additional concrete walks for access within the facility, and an electrically operated gate for improved management of facility rentals.  In accordance with City specifications, the contractor shall guarantee the installation of these improvements for a period of twelve (12) months from the date of this Notice of Completion.

 

The project originally included replacement of the existing net system.  This component of the original contract has been deducted from the contract and will be implemented under a separate contract.  This deduction of the contract has been mutually agreed upon between the City and contractor.


 
FISCAL IMPACT

Funding for the park improvements was provided through the Parks, Recreation & Library Capital Projects Fund in FY2019-20.  Maintenance of the existing citywide park is paid from the General Fund and remains unchanged.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.  Approval of a Notice of Completion meets the above criteria and is not subject to CEQA. No additional environmental review is required.
