RECOMMENDATION TO COUNCIL

Staff recommends that City Council adopt a resolution authorizing the City Manager to execute a contract purchase agreement (3001093) and service and license renewal agreement with crmOrbit, Inc. dba energyOrbit. Staff also recommends Council authorize the City Manager to execute one (1) additional one (1) year renewal without further City Council approval, provided that the applicable budget is approved by the City Council next year.
 
BACKGROUND

In 2017, a Request for Proposals (RFP) was issued for the Utility Rebate Tracking, Electronic Workflow and Reporting System and crmOrbit Inc. was selected. The RFP provided for a three-year contract with two optional renewal years subject to City Council approval.

 

Roseville Electric Utility and Environmental Utilities utilize the crmOrbit Inc. hosted rebate software system to process rebates for various customer programs. The energyOrbit rebate system is customized for energy efficiency and water conservation rebate tracking, payment and reporting. This software enables efficient, paperless processing and timely payment of customer rebates. It also serves as a warehouse for various customer program information in Roseville.

 

Per State law, Roseville Electric Utility is required to track and report on the use of public benefits funding for energy efficiency and low income programs and spending of funds received from the State of California for electric vehicles and chargers. Environmental Utilities is required to track the results of water conservation efforts. Both Roseville Electric Utility and Environmental Utilities use the crmOrbit Inc. system to fulfill these state obligations.

 

The existing agreement with crmOrbit Inc. will expire on June 30, 2021 and staff is recommending the option for renewal.


 
FISCAL IMPACT

The total cost for the one-year contract purchase agreement is $94,400 and funding will be included in Roseville Electric Utility's and Environmental Utilities' proposed budgets for FY2021-22, contingent on City Council approval. Funding for FY2022-23 is estimated to be $94,400 and is contingent on City Council’s approval of the FY2022-23 budget.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guidelines §15061(b) (3)). The Utility Rebate Processing, Payment and Reporting System project does not include the potential for a significant environmental effect, and therefore is not subject to CEQA.
