RECOMMENDATION TO COUNCIL
Staff recommends City Council adopt a resolution authorizing the City Manager to execute a contract purchase agreement with Telstar Instruments to provide PLC (Programmable Logic Control) replacement, testing, panel installation/fabrication, programming integration, and engineering.
| BACKGROUND
The City of Roseville’s Environmental Utilities Department (EUD) operates and maintains a 100 million gallons per day (MGD) water treatment plant. This facility utilizes (18) Allen Bradley SLC 5/05 PLCs (control hardware) which are at the end of life, and need to be replaced. These controllers are critical to the operation of the plant and necessary for water treatment. The Environmental Utilities Department released Request for Proposals 08-076 Allen Bradley PLC Replacement Project to solicit proposals for PLC replacement, testing, panel installation/fabrication, programming integration, and engineering. Qualified vendors were evaluated on overall proposals, cost, qualifications, and experience. Telstar Instruments was ranked first in overall scoring.
| FISCAL IMPACT
The estimated cost of this project is $1,900,000 with funding from the Environmental Utilities Department’s FY2020-21 Water Treatment Plant Program Logic Controller Update Project (#400202) budget.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) only applies to projects, which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)). Telstar Instruments Allen Bradley PLC replacement does not include the potential for a significant environmental effect, and therefore is not subject to the CEQA.
