RECOMMENDATION TO COUNCIL

Staff recommends Council approve a purchase order to Normac, Inc. as the lowest responsive and responsible bid received for irrigation controllers in response to RFQ 10-3288. The controllers are used by City Park Maintenance staff to control the timing and frequency of irrigation in parks and landscape areas throughout the City and will be used to replace older controllers that have outdated software.
 
BACKGROUND

Parks Division staff has a requirement for irrigation controllers. The new controllers are being purchased to replace older poorly functioning and antiquated units. The controllers operate irrigation within the community facility districts (CFD) that supports trees, turf, shrubs, etc. Some districts have numerous controllers due to the miles of streetscapes within the district, which are located in panel boxes along City streets. The controllers increase water use efficiency to prevent water waste.

 

Replacement of the General Fund parks controller components is complete, and this will be the beginning of the CFD-funded replacements. A total of twenty-six controllers will be purchased, including the purchase of the accompanying software, hardware, and radios to provide wireless communication between controllers using a hub. Installation will be completed by a combination of City staff and contractors.

FISCAL IMPACT

The cost of the equipment is $152,440.70 plus tax of $11,814.15, for a grand total of $164,254.85. Funding is included in the following CFD FY2020-21 budgets: Crocker Ranch, Fiddyment, New Meadow, Rose Park, North Central, North Roseville (Parkside/Bridge) Zone B, Stoneridge, West Park, and Woodcreek West.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.

 

The purchase of irrigation controllers meets the above criteria and is not subject to CEQA. No additional environmental review is required.
