RECOMMENDATION TO COUNCIL

Staff recommends City Council adopt the resolution authorizing the City Manager to execute a three (3) year lease agreement extension with Placer Community Action Council, Inc. beginning January 1, 2021 and terminating December 31, 2023.


 
BACKGROUND

The City of Roseville owns two 24’ x 40’ portable buildings located on the Cirby Elementary School campus at 814 Darling Way which were utilized to house the Cirby Adventure Club before and after school programs.  Since 2006, the Adventure Club has occupied a space at a more desirable location on the Cirby School campus and has agreed to lease the vacated City-owned portable to the Placer Community Action Council, Inc. The Placer Community Action Council, Inc. operates Placer County's “Early Headstart” and “Headstart” programs for eligible families serving pre-school and pre-kindergarten children. The City has agreed to extend a three (3) year lease agreement with Placer Community Action Council, Inc. 


 
FISCAL IMPACT

The Parks, Recreation & Libraries Department's Youth Development Fund will receive $2,500 per year for this lease, for a total of $7,500 over the term of the agreement.  The lessee assumes all responsibilities for repair, maintenance, and utilities, relieving the City of these obligations.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.  Approval of a Lease Agreement for the portable facility at Cirby Elementary School meets the above criteria and is not subject to CEQA. No additional environmental review is required.
