RECOMMENDATION TO COUNCIL

Staff recommends City Council adopt a resolution to accept a $25,000 grant award through the California Park & Recreation Society/National Fitness Campaign grant program towards the installation of a fitness court at Maidu Regional Park. Staff will also work to secure additional funds for this project.
 
BACKGROUND

The California Park & Recreation Society and National Fitness Campaign have partnered to offer $25,000 grants toward outdoor fitness courts.  This was a competitive grant.  The City of Roseville was selected as one of 20 cities to receive the grant.

 

The purpose of the project is to promote and implement a public outdoor fitness court.  During this last year, due to the COVID-19 pandemic, the City's parks, trails and open spaces have been used by our community more than ever.  Residents have been asking for more fitness opportunities throughout our park system.  This fitness court fits well within the City’s goal of providing accessible park components that promote physical health and mental wellness.  Maidu Regional Park, in the area between the community center and library, has been chosen as the location for this outdoor fitness court.  The visibility and adjacency to parking, along with the looped trails at the park, make this an ideal location.

 

The grant award also ensures guidance and ongoing collaboration with the National Fitness Campaign to assist in fundraising efforts, installation and train the trainer programs so that the City can not only offer free public access but also offer fee-based fitness classes outdoors.


 
FISCAL IMPACT

The $25,000 grant would partially fund the project.  In total, the project is estimated to cost $150,000.  Staff will seek partners to sponsor or donate towards the project to reduce the amount needed from the City.  A City investment of $125,000 to support this project will be included in the proposed FY2021-22 Capital Improvement Program for Council consideration this year.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines S15060(c)(3) and §15378. Accepting grant funds for fitness courts at Maidu Regional Park meets the above criteria and is not subject to CEQA. No additional environmental review is required.
