RECOMMENDATION TO COUNCIL
Staff recommends City Council adopt an ordinance to approve a budget adjustment to authorize a $35,000 increase in the Electric Vehicle Charging Station project for FY2020-21 to fund required Americans with Disabilities Act (ADA) improvements.

BACKGROUND
Roseville Electric Utility owns and operates several electric vehicle chargers across the city and is installing additional electric vehicle charging stations at the electric utility's headquarters for city and public use. Civil construction at the installation site will make ADA improvements to level parking spaces and create a compliant path of travel. A $35,000 budget increase is requested due to an increase in the work scope of the project related to ADA improvements. This is an existing Capital Improvement Project already approved by City Council.

FISCAL IMPACT
Approval of the attached budget adjustment authorizes an additional $35,000 in funding from the Low Carbon Fuel Standards (LCFS) proceeds in the Electric Fund, increasing the total project budget to $185,000.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of a budget adjustment meets the above criteria and is not subject to CEQA. No additional environmental review is required.
