RECOMMENDATION TO COUNCIL

Staff recommends that City Council:

  1. Approve the Project’s construction plans and specifications.
  2. Authorize staff to advertise the Project and accept bids from prospective bidders.

 
BACKGROUND

The Environmental Utilities Department has an ongoing repair and maintenance program for its sewer collection system. To date, the rehabilitation program has repaired over 17 miles of defective sewer pipeline.

 

Closed-circuit television (CCTV) was used to inspect 26 miles of the pipeline interior and based on severity of defects, segments of pipeline were prioritized for repair.

 

This year’s plan is to repair approximately 13,400 linear feet of the sewer collection system that has cracked and/or deteriorated pipe. Additionally, the rehabilitation will include repair of approximately 340 service laterals to provide a seal between the repaired sewer pipe and the lateral connection. The defective pipe and lateral connections will be repaired using ultraviolet (UV) light cured-in-place lining technology where the existing pipe is lined without excavation and therefore resulting in significant cost savings. Access to the pipe will be provided at existing manholes. Eliminating the need for excavation also provides for minimal traffic and neighborhood or business disruption.

FISCAL IMPACT

The total cost for this construction project is estimated to be $3,400,000, which includes the construction cost, contingency for potential change orders, and secondary labor. Funding is provided by the Wastewater Rehabilitation Fund.

ENVIRONMENTAL REVIEW

The proposed project involves the repair of an existing facility. This activity is categorically exempt from CEQA as a Class 1 Exemption (State CEQA Guidelines Section 15301). The Exemption has been prepared and no further CEQA action is required.
