RECOMMENDATION TO COUNCIL
Recommend City Council adopt a resolution to approve a professional design services agreement with Williams + Paddon/Architects + Planners, Inc. and authorize the City Manager to execute it on behalf of the City of Roseville.
| BACKGROUND
In January of 2020, Roseville Electric Utility purchased the 116 South Grant Street building to support its electric operations and to create a centralized location for customer service. Among other items, this will involve relocating Customer Solutions and Utility Billing to the new building, as well as creating a technology demonstration area to support customer programs and education. To support this effort, the electric utility has been working closely with the Public Works Department on the overall planning and design of the tenant improvements for the new building.
The Public Works Department released RFP 01-033 in November of 2020 to solicit bids for Professional Design Services for 116 S Grant Phase 1 and Phase 2. Eight companies submitted proposals. The proposals were evaluated on overall proposal, project understanding, cost, qualifications and experience. Williams + Paddon/Architects + Planners, Inc. was rated the highest, and staff is recommending they be awarded the Phase 1 professional design services agreement.
| FISCAL IMPACT
The cost of the agreement is $104,839.50. Funding is included in the FY2020-21 Electric Fund budget.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
