RECOMMENDATION TO COUNCIL

Staff recommends City Council adopt a resolution to approve a contract purchase agreement with Double B Demolition, Inc. and authorize the City Manager to execute it on behalf of the City of Roseville. Additionally, staff recommends Council approve authority for a 10% construction contingency.
 
BACKGROUND

In 2005, the property located at 5480 Phillip Road was purchased by the City from Archie and Willa O’Brien. Shortly after closing on the property, the City entered into a Lease and Operating Agreement with the O’Briens. Since 2005, the O'Briens have operated a dog kennel on the property and in December 2019 the last of ten lease amendments extended the lease through January 2021. The tenant has since vacated the property.

The City envisioned the kennel would be relocated as development in Northwest Roseville progressed. Today, the 2.38 acre site, zoned Community Commercial, is a critical entry point to the Creekview development. Given the current condition of the buildings and site vacancy, staff believes that demolition and grading of the site to prepare for future commercial development is in the best interests of the City.

FISCAL IMPACT

The cost of the agreement is $119,892. Authorized change orders on an as-needed basis up to 10% ($11,989.20), as a construction contingency, would bring the total contract amount to $131,881.20. Funding is included in the FY2020-21 General Fund Rental Facilities – Renovation and Restoration Capital Improvement Project.

ENVIRONMENTAL REVIEW

The proposed project involves the demolition and removal of an existing structure. This activity is categorically exempt from CEQA as a Class 1 Exemption (State CEQA Guidelines Section 15301). The Exemption has been prepared and no further CEQA action is required.
