RECOMMENDATION TO COUNCIL
Recommend Council appoint one (1) individual to the Library Board to a term expiring December 31, 2022 from the applications received from: Neil Pople and Danielle Roe.

BACKGROUND
Appointment of Andrea Seminer to the Board of Appeals created an unscheduled vacancy on the Library Board with a term ending December 31, 2022. Only one application was received to fill the vacancy.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. The appointment of members to boards or commissions does not include the potential for a significant environmental effect, and therefore is not subject to CEQA.
