RECOMMENDATION TO COUNCIL
Staff recommends that the City Council adopt resolutions approving four (4) on-call professional services agreements for preparation of Transportation Impact Studies with Fehr & Peers, Kimley-Horn and Associates, DKS Associates, and T J K M, and authorizing the City Manager to execute them on behalf of the City of Roseville.
| BACKGROUND
New development projects are often required to evaluate impacts to the City's transportation network during the entitlement and environmental review process, depending on the size and scope of the development project proposed. If a traffic impact study is deemed necessary, staff solicits a scope of work and not-to-exceed cost from the City's on-call consulting firms, which are reviewed and approved by staff, then forwarded to the project applicant for review and approval. Once the scope is approved by all parties, the applicant is required to submit a check for the entire not-to-exceed amount, which is deposited into an individual project account. Once funds have cleared, the study is authorized to begin. The City's current on-call agreements expire August 7, 2021.
Consistent with the City’s contracting requirements, staff issued a Request for Proposals (RFP) for on-call traffic impact studies on November 13, 2020. Four firms submitted proposals in response to the RFP. Fehr & Peers, Kimley-Horn and Associates, DSK Associates and T J K M ranked highest in terms of service, experience, and available staffing resources to meet the City’s needs. Similar to past practice, four separate firms will be engaged to eliminate any possible conflicts of interest that may arise as a result of any of the firms' existing or future contracts with other private entities (i.e., development interests). Each agreement has a not-to-exceed total of $500,000 and a term of one year with an option to extend for four additional years. The agreement grants the City Manager authority to approve the optional extensions with no further Council action.
| FISCAL IMPACT
Approval of the on-call professional services agreements will have no impact to the City’s General Fund. All development projects are required to pay the full cost of traffic impact studies prior to the City authorizing work to begin.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
