RECOMMENDATION TO COUNCIL
Staff recommends the City Council:
1) Adopt a resolution to authorize the City Manager to execute the First Amendment to Professional Services Agreement with Kimley-Horn and Associates for continued development of the Local Road Safety Plan, and
2) Adopt an ordinance to approve a budget adjustment in the amount of $61,000 for the continuing development of a Local Road Safety Plan for the City of Roseville.
| BACKGROUND
In the April 15, 2020 meeting, Council approved a budget adjustment for the initial development of the Local Road Safety Plan (LRSP). Subsequently, Caltrans allocated additional funding for LRSP development to the City based on a revised grant criteria associated with the City's total lane miles. Staff was successful in obtaining $47,700 in additional grant funding for the continued development of the City's LRSP through the Highway Safety Improvement Program (HSIP).
The LRSP will provide the framework for local stakeholders to identify, analyze, and prioritize roadway safety improvements within the City. The plan will identify goals, objectives, and strategies to reduce collisions focusing most importantly on reducing fatalities and the most serious injury collisions. In addition, the LRSP will soon be a requirement for several state and federal transportation safety grant applications the City may want to pursue for various transportation projects in the future.
The recommended budget adjustment is needed to budget the $47,700 additional state grant funds for the project and to provide $13,300 in matching funds from the Highway User Tax Fund.
In the August 5, 2020 meeting, Council approved a Professional Services Agreement with Kimley-Horn and Associates for the initial development of the LRSP. With the additional funding received, staff identified additional and/or expanded scope of work to address within the City's LRSP including preparation of additional diagrams, additional crash data analysis, project development and grant identification and application assistance. The revised scope of work for Kimley-Horn necessitates a contract amendment in an amount not to exceed $52,684.66, bringing their total compensation for the LRSP to $132,566.95.
| FISCAL IMPACT
The City's Local Road Safety Plan project is estimated to cost $151,000 in staff time and professional services. At the April 15, 2020 meeting, Council approved a budget adjustment for $90,000 ($72,000 of which was grant funding, and $18,000 of which was Highway User Tax funding). The recommended budget adjustment will appropriate an additional $61,000 to the project, with $47,700 of grant funds and $13,300 of Highway User Tax funding. No General Fund resources will be used for the project.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of the City's Local Road Safety Plan and budget adjustment meets the above criteria and is not subject to CEQA. No additional environmental review is required.
