RECOMMENDATION TO COUNCIL

Recommend Council adopt a resolution authorizing the City Manager to execute a contract purchase agreement with Applied Landscapes Materials Inc., for the purchase and installation of landscape bark and play ground fiber materials. Additionally authorize the City Manager to execute the remaining renewal years without further Council approval, contingent upon approval of the Parks, Recreation & Libraries budget in subsequent years.
 
BACKGROUND

The Parks Division currently oversees over 80 facilities with play areas and over 300 acres of landscaping.  Engineered wood fiber is the primary safety component within play areas.  Sustaining acceptable levels of this material is critical to providing a safe and enjoyable experience.  Landscape bark is used within our Community Facilities Districts and Landscaping and Lighting Districts to retain moisture in the soil for healthier plants and trees, reduce weeds and enhance the aesthetics of the community.   

 

In April 2021, a Request for Proposals (RFP 13-098) was issued for Landscape Bark and Playground Engineered Wood Fiber Material and Services.  Two bids were received and, after staff review, Applied Landscape Materials Inc., was chosen as the selected vendor based on experience, understanding of the project and ability to handle a project of this scope.

 

Staff estimates the not-to-exceed award of $300,000 based on historical data, knowledge of future requirements and potential needs.


 
FISCAL IMPACT

The cost of the first year of the contract is not to exceed $300,000, contingent on budget approval. This funding is included in the  Parks, Recreation & Libraries proposed FY2021-22 General Fund ($100,000), Community Facilities Districts (CFD) and Landscaping and Lighting Districts (LLD) ($200,000) budgets. Subsequent years costs will be based on needs and approved budgets.  Estimated spending for FY2022-23, $300,000: FY2023-24, $300,000; FY2024-25, $300,000; FY2025-26, $300,000.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.  Approval of a contract purchase agreement for the installation of bark and playground fiber meets the above criteria and is not subject to CEQA. No additional environmental review is required.
