RECOMMENDATION TO COUNCIL
Staff recommends that the City Council adopt an ordinance approving the attached budget adjustment to cover costs for City staff labor on the Dry Creek Wastewater Treatment Plant Cogeneration Project.

BACKGROUND
The Dry Creek Wastewater Treatment Plant Cogeneration Project (400109) is complete but currently has a balance of $239,367.32 due to higher than anticipated City staff labor expenses. Staff utilized the design-assist project delivery method which promotes collaboration between project contractors and City staff. Environmental Utilities staff completed the construction of pipeline improvements and associated asphalt repairs due to such construction. These improvements were a result of plant staff collaborating with the contractor on repairing unforeseen issues with pipeline conflicts on the project.
In order to close the project by the end of FY2021, staff recommends increasing the project budget by $239,368.

FISCAL IMPACT
Approval of the attached budget adjustment authorizes an additional $239,368 in funding from the Wastewater Rehabilitation Fund (reducing that fund's available resources), increasing the total project budget to $10,143,725.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of a budget adjustment meets the above criteria and is not subject to CEQA. No additional environmental review is required.
