Title:F-51 School/Park - Master Plan Approval and Professional Design Services Agreement

RECOMMENDATION TO COUNCIL

Staff recommends that the City Council approve the master plan for the F-51 School/Park in the Fiddyment Farm area of the West Roseville Specific Plan and adopt a resolution to approve a professional design services agreement with Verde Design, Inc. and authorize the City Manager to execute the agreement on behalf of the City of Roseville. 
 
BACKGROUND

Location, Size, and Type of Park
This 12.15-acre park site is located adjacent to Riego Creek Elementary in the Fiddyment Farm area of West Roseville off of North Hayden and Holt Parkways.  

Master Plan Proposal
The master plan proposes a design that includes a children’s play and swing area, shaded picnic area, off-street parking, two baseball/softball fields, a restroom, a perimeter looped trail with mileage markers, and a small outdoor classroom area.  

Public Outreach
Two virtual public workshops were held to seek resident input. On October 7, 2020, the first occurred where attendees were provided information regarding the planning process, and input was gathered on desired park amenities. Approximately 15 residents attended.  

Based on the feedback received at the first meeting, a resident survey was sent asking the surrounding neighborhoods to prioritize amenities, make additional suggestions, share what excites them about the park, and outline what concerns them about the park. Sixty-two people completed the survey.  

A park concept sketch was developed that balanced the feedback provided from the virtual meeting and the survey.  The sketch also considered the needs within the wider Fiddyment Farm/West Roseville community, either the existence or non-existence of parks and recreation amenities within a mile of this park, concerns about the park, as well as what is planned at the adjacent school. The goal is to provide a balance in addressing the recreational needs of the entire community, avoid duplication with school provided elements that will also help meet recreational needs, to provide appropriate access to formal/active/programmed and informal/passive/self-directed recreation for all generations in this geographical area, to alleviate expressed concerns and to stay on budget.

An updated concept sketch that considered current and future needs for this growing community was presented at a second public workshop held on December 9, 2020. Approximately 25 people attended. A show of hands of those attending the second meeting indicated overwhelming support for the revision.

Both virtual workshops were recorded and are viewable online at www.roseville.ca.us/parksintheworks.

The two week write in period began April 7 and closed on April 21, 2021. As of the closing of the comment period, five emails were received. One indicated support, and the other four had comments. Due to the smaller response, the comment period was extended to April 27, 2021.  Emails to past attendees were sent indicating the extension. Three more responses were received. All were in support of the proposed master plan.  

Parks & Recreation Commission
The master plan was presented at the May 5, 2021, Parks & Recreation Commission meeting.  The Commission voted to recommend the plan to the Council, pending environmental clearance. 

Design-Assist- Build Professional Design Agreement 
Staff also requests approval of a professional design services agreement with Verde Design Inc. A request for proposal (RFP) was issued in January 2021. Submissions were due on March 11, 2021. Six responses were submitted. After a thorough review, the panel selected Verde Design, Inc. for this project. The agreement is for $166,214, and funding for this agreement is available in a capital improvement project. The agreement amount includes contract costs, reimbursable expenses, and contingency. The work will be performed as a Design-Assist-Build contract. This delivery model was chosen to achieve a higher level of cost controls, be more efficient in ensuring timelines for completion, and minimize change orders through early collaborations with a contractor.  Request for Proposals for contractors will be issued using 30% completion of construction drawings. The agreement for that phase will be brought before the Council for approval at a later date.  
 
FISCAL IMPACT

The budget for the design was included in the FY2020-21 Capital Improvement Program budget. The cost for the construction of the park is approximately $2,000,000. This budget includes permitting, inspections and construction. Funding for the construction of this park is included in the FY2021-22 Capital Improvement Program budget. Maintenance costs are estimated at $14,000/acre/year. The funding source for maintenance is provided through the Westbrook Community Facilities District for Service.

ENVIRONMENTAL REVIEW

Development of the F-51 Neighborhood Park site was previously evaluated in the West Roseville Specific Plan (WRSP) EIR (certified  and SCH No.2002082057), and identified in the associated West Roseville Specific Plan.  As proposed, construction of the F-51 Neighborhood Park is within the scope of the project covered by the WRSP Final EIR.  As discussed in the Specific Plan EIR, the EIR provides environmental analyses of community infrastructure and facilities, including parks, pedestrian bridges, and bike trails, to the extent applicable.    Because the project is consistent with the WRSP Final EIR and Specific Plan, no new effects would be expected to occur and all applicable mitigation measures from the WRSP EIR will be implemented during the design and construction of the F-51 Neighborhood Park. Because the proposed project meets the requirements identified in Section 15183 of the State CEQA Guidelines, no additional CEQA review is required.
