RECOMMENDATION TO COUNCIL

Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute an Agreement for Audit Services with Lance, Soll & Lunghard, LLP.
 
BACKGROUND

As stated in Article VII, Section 7.19 of the Roseville City Charter, the City Council shall provide for an annual audit of the City by a firm of independent certified public accountants who are in no other way connected with the City government. The firm shall be retained subject to the restrictions and limitations prescribed by state law. A comprehensive audit shall be made covering each fiscal year to assure that the City’s financial transactions, accounts and records are maintained in accordance with the requirements of the City charter, state and federal laws and generally accepted accounting principles.

 

In March 2021, the City issued a request for proposals to conduct a competitive procurement process to engage a CPA firm for this purpose. After staff from multiple City departments reviewed the nine submitted proposals and conducted interviews, staff recommends engaging Lance, Soll & Lunghard, LLP to be the City's new audit firm. 


 
FISCAL IMPACT

The cost of the audit services is $157,160 per year, for a total of $314,320.00 over the two-year period, part of which will be paid for by the General Fund. The cost of the first year of the audit services has been included in the proposed FY2021-22 budget. The cost of the second year of the audit services will be included in the FY2022-23 budget, pending City Council approval.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment.   Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
