Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute the First Amendment to the Agreement between the City of Roseville and MV Transportation, Inc. for the operation of the City of Roseville Transit System and the South Placer County Transit Information Center.
| BACKGROUND
The City of Roseville operates transit services that include Commuter Service between Roseville and downtown Sacramento; Local Service within the City of Roseville; Dial-A-Ride Service that provides trips to the general public with advance reservations; Roseville Paratransit service for American with Disabilities Act (ADA) eligible passengers within the Roseville city limits; and Game Day Express. On behalf of a consortium of transit operators within the South Placer County region, the City of Roseville also administers the South Placer County Transit Information Center (‘Call Center’) which provides travel information, makes ride reservations, and answers questions.
Pursuant to an existing Agreement with the City, MV Transportation manages and operates Roseville Transit and the Call Center. The Agreement between the City and MV Transportation was approved on September 20, 2017 and is scheduled to terminate on June 30, 2021. The Agreement provides the City, at its sole discretion, the option to extend services for two additional two-year terms (Section 12.3). Staff performed an Independent Cost Evaluation (ICE) using costs from other nearby transit agencies and determined that the prices for the two additional years of service are still competitive.
The proposed Amendment No. 1 would extend the term of the Agreement two additional years to an end date of June 30, 2023. All provisions of the existing Agreement remain unchanged and in force. Since Roseville Transit receives Federal Transit Administration (FTA) funds, the proposed Amendment incorporates additional federal contracting clauses which were not included in the existing Agreement.
| FISCAL IMPACT
Costs for option years FY2021-22 and FY2022-23 were established in the existing Agreement. The maximum obligation to the City for MV Transportation to manage and operate Roseville Transit and the Call Center are as follows:
FY2021-22
· $4,244,102.52 – Manage and Operate Roseville Transit
· $378,656.11 – Manage and Operate the South Placer County Transit Information Center
FY2022-23
· $4,509,198.27 – Manage and Operate Roseville Transit
· $385,561.41 – Manage and Operate the South Placer County Transit Information Center
Funding for transit services is provided primarily through FTA funds, Transportation Development Act (TDA) funds and fare revenue through the City's Transit Fund (6511). The call center is funded through the Consolidated Transportation Services Agency (CTSA) fund (6540), with TDA revenues provided by the West Placer CTSA. General Fund monies are not used for either transit operations or the call center.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
