BACKGROUND
The applicant requests approval of a rezone which will modify the Planned Development 59 (PD 59) Zone and allow personal storage and outdoor boat and RV storage with a Conditional Use Permit (CUP). A Design Review Permit and Conditional Use Permit to allow the construction of a personal storage facility with an office was approved by the Planning Commission contingent upon the approval of the rezone.
The 5.85-acre project site is located on Parcel 209 within the City’s Infill area, on the west side of Atkinson Street near the intersection with Vineyard Road. The site has a split zoning designation of Planned Development 59 (PD 59) and Single-Family Residential (R1) and a split land use designation of Community Commercial (CC) and Low-Density Residential (LDR). The PD 59 zoning was created by ordinance in 1978 and restricts the use of the project site to a parking lot. The R1 zoning exists on a .17 acre flag portion in the northwest of the site. The site is adjacent to single-family residential uses to the north and west as well as east across Atkinson Street. The PD 59 zone extends to the parcel to the south, which is developed with a commercial/light industrial use.
Project Description
The project proposes the construction of a self-storage facility with recreational vehicle (RV) and boat storage. The project includes three 1-story storage buildings plus an office in one building. The total area of the self-storage buildings is 25,297 square feet, and the office is 1,575 square feet for an overall total of 26,872 square feet. The project will also include 163 spaces for outdoor boat and RV storage. There will be four canopies totaling 96,700 square feet constructed for weather protection of the boats and RVs. Landscaping and lighting associated with the personal storage use are also proposed as part of the project. The entitlements requested include a Rezone to amend the Zoning Ordnance to change the allowable uses within the PD 59 zone, as well as rezone approximately 0.17 acres of R1 to PD 59; a Conditional Use Permit (CUP) to allow the personal storage facility with RV and boat storage within the PD 59 zone, and a Design Review Permit to evaluate the proposed facility and site improvements. Summary Evaluation
The proposed rezone of the property to expand and amend the PD 59 zone to allow a personal storage facility with RV and boat storage with a CUP will allow for redevelopment of the current parking lot with a new use that will be compatible with the surrounding properties. The CUP requirement is consistent with what would be required if the site had a Community Commercial (CC) zoning designation to match its current CC land use designation, and it allows the Planning Commission to impose operational conditions on the project, such as hours of operation for the business, as well as limits on what activities are permitted within the storage facility. The intent is to ensure that the operation of the site is compatible with the adjacent residential land uses. As such, the proposed project is consistent with the intent and objectives of the General Plan, and is consistent with the interest, health, safety, and welfare of the City. As evaluated and discussed in the Planning Commission staff report and Negative Declaration, there are no significant impacts expected from the proposed rezone.
As detailed in pages 2-4 of the attached Planning Commission staff report, the proposed rezone from R1 to PD 59 and to amend the PD 59 zone was found to be consistent with the General Plan land use policies and is compatible with the adjacent uses.
Public Comments
Prior to the Planning Commission Hearing, the applicant met with the majority of surrounding property owners to provide information regarding the project. The applicants attempted to donate the small remainder portion of the property (the 0.17 acre flag lot) to the adjacent property owners, without success. The applicant also posted four foot by eight foot notification sign on the property, consistent with the City's noticing policies for projects involving land use and/or zoning changes. Notice of both the Planning Commission hearing and the City Council hearing was published in the Roseville Press Tribune and mailed to all property owners and residents within a 300 foot radius of the project site. As of the writing of this report, no public comment has been received by staff regarding the project. No public comment was provided during the Planning Commission hearing.
Summary of Planning Commission Hearing
On May 13, 2021, the Planning Commission voted (7 Yes – 0 No) to approve the Conditional Use Permit and Design Review Permit as well as recommend that City Council approve the Rezone request.
