RECOMMENDATION TO COUNCIL
Staff recommends Council adopt a resolution authorizing the City Manager to execute a contract purchase agreement with CAL TAC Security to perform security inspections, locking of park facilities and on-call security services. Additionally, staff recommends Council authorize the City Manager to execute four (4) optional one (1) year renewal years without further Council approval, contingent upon approval of the Parks, Recreation & Libraries Department budget in each subsequent year.
| BACKGROUND
The City's Parks, Recreation & Libraries Department currently manages a park system that consists of 80 parks and facilities, 23 of which contain restrooms/gates that need to be secured on a nightly basis. Locking these facilities nightly reduces vandalism costs and ensures the safety of residents and staff. The service also provides for inspection and a security presence as each site is visited, and allows for on-call security services that may be used to have on-site security during assigned times, providing added security, if needed, and discouraging vandalism and other unwanted activity.
A request for proposals (RFP) was issued for park security services in March of 2021. Four bids were received and, after staff review, CAL TAC was chosen as the selected vendor due to their experience, organizational structure, and understanding/ability to achieve the scope of work.
| FISCAL IMPACT
The cost for the first year of the contract is not to exceed $100,000, pending budget approval. The funding is included in the Park, Recreation & Libraries Department's proposed FY2021-22 budget. The funding sources include the General Fund ($70,000) and Community Facilities Districts (CFD) ($30,000). Estimated costs for FY2022-23, $100,000; FY2023-24, $100.000; FY2024-25, $100,000, and FY2025-26, $100,000.
Locking the facilities nightly has shown to create savings to Parks Operations and CFDs by reducing vandalism and the cost of repairs.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities and will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of a contract purchase agreement for securing facilities services meets the above criteria and is not subject to CEQA. No additional environmental review is required.
