| | | | | | | | RECOMMENDATION TO COUNCIL
Staff recommends Council adopt a resolution approving a professional services agreement with PROS Consulting, Inc., and authorizing the City Manager to execute it on behalf of the City of Roseville.
| BACKGROUND
The project consists of a comprehensive strategic master plan that analyzes existing services provided, seeks input from the community through public outreach and statistically valid surveys, identifies gaps and needs of the community, outlines recreation and library program trends for the future, reviews access to public spaces as well as parks/facility needs and makes recommendations for future action based on findings over the next ten to fifteen years. The strategic master plan is intended to be a road map for future decisions.
On April 6, 2021, a Request for Proposals (RFP) was issued asking qualified consultants to submit a response and cost proposal to develop a strategic master plan for the Parks, Recreation & Libraries (PRL) Department. Responses to the RFP were due on May 3, 2021. Three submissions were received.
A five person panel made up of key staff within the Department reviewed and ranked the submissions. On May 17, 2021, virtual interviews were held with the top two ranked firms. Reference checks were conducted and after additional discussion, staff recommends a contract award to Pros Consulting, Inc. for $199,958.
| FISCAL IMPACT
Funding for this project was allocated through the General Fund Contingency budget during FY2020-21.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
