RECOMMENDATION TO COUNCIL
Staff recommends City Council:
- Approve a construction contract with Insituform Technologies, LLC in the amount of $1,584,796 for the 2021 Sewer Collection System CIPP Rehabilitation Project (Project), and adopt a resolution authorizing the City Manager to execute it, and
- Authorize the City Manager or his designee to approve and pay for contract change orders for the Project that could increase the contract amount by no more than 10% ($158,480) or a not-to-exceed total contract amount of $1,743,276.
| BACKGROUND
The Environmental Utilities Department has an ongoing repair and maintenance program for its sewer collection system. Closed circuit television (CCTV) was used to inspect 26 miles of the pipeline interior and, based on severity of defects, segments of pipeline were prioritized for repair. To date, the rehabilitation program has repaired over 17 miles of defective sewer pipeline.
On March 17, 2021, City Council approved plans and specifications for the 2021 Sewer Collection System Cured-in-Place Pipe (CIPP) Rehabilitation Project and authorized the Environmental Utilities Department to advertise and accept bids. This year’s plan will continue the repair of approximately 13,400 linear feet of the collection system that has cracked and/or deteriorated pipe, and will include repair of approximately 340 service laterals to provide a seal between the repaired sewer pipe and the lateral connection.
For City Council consideration under this memorandum is the award of the construction contract. Two (2) bids were received for the Project. The bids were opened at the City Clerk’s office on April 19, 2021. The lowest responsive and responsible bid received was for a construction cost of $1,584,796. The Engineers’ Estimate was $2,600,000. A summary of the bids received is attached as Exhibit A. The construction contract agreement is attached as Exhibit B.
| FISCAL IMPACT
The existing project budget is $2,039,395 and is funded by the Wastewater Rehabilitation Fund. The available budget will fund the construction contract ($1,584,796), the requested construction change order allowance ($158,480), and the estimated $240,000 needed for secondary labor during construction. The total anticipated budget required to cover the costs of the Project is $1,983,276.

ENVIRONMENTAL REVIEW
The proposed project involves the repair of an existing facility. This activity is categorically exempt from CEQA as a Class 1 Exemption (State CEQA Guidelines Section 15301). The Exemption has been prepared (Exhibit C) and no further CEQA action is required.
