RECOMMENDATION TO COUNCIL
Staff recommends City Council adopt a resolution approving the third amendment to Professional Services Agreement for On-Call Hydrologic Services with GEI Consultants, Inc., and authorizing the City Manager to execute it on behalf of the City of Roseville.
| BACKGROUND
The goal of the City's Groundwater Program is to sustainably manage the City's groundwater supplies and operate and maintain facilities that can recharge, store, and recover water to improve water supply reliability for municipal and environmental beneficial uses of water. All work activities are organized within eight work elements that support the goal mentioned above, and a series of narrative objectives focused on groundwater quality, quantity, readiness, and sustainability.
Specifically, activities documented within this amendment support two of the eight work elements identified in the Program Management Plan (PMP) for the City’s Groundwater Program as described below:
Planning, Construction, and Capital Improvements
- Completion of Drinking Water Sources Assessment Program (DWSAP) Regulatory Support – Through the authorization of this task, GEI will complete DWSAP's at up to 6 new Aquifer Storage and Recovery (ASR) production well locations, specifically delineating source area protection zones, physical barrier effectiveness checklist, vulnerability rankings, and preparation of assessment maps and a final report.
- Regulatory-Required Well Completion Report – Through the authorization of this task, GEI will complete documentation of ASR exploratory drilling and monitoring well construction activities at 8 locations in the City. Specifically, this task includes descriptions of the purpose, methodology, and results of drilling and well construction activities. The report is organized to address reporting requirements detailed in the City’s ASR permit with the Regional Water Quality Control Board (RWQCB).
Regulatory and Permitting
- Sampling and Reporting for Permit Compliance – Activities support the sampling and reporting requirements under the existing RWQCB general order for an additional quarter of sampling and monitoring activities.
These services also enable Environmental Utilities staff to implement activities to conserve water and expedite construction of infrastructure as described in the General Information Memorandum (GIM) Drought Update and Actions by the City of Roseville dated May 9, 2021.
The cost breakdown of the proposed third amendment are detailed below:

| FISCAL IMPACT
This amendment brings the total not-to-exceed contract amount to $1,519,045. Funding for this agreement is from the Water Operations Fund and is included in the Fiscal Year 2021-22 budget.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.
Approval of an amendment to a professional services agreement for Hydrologic services meets the above criteria and is not subject to CEQA. No additional environmental review is required.
