RECOMMENDATION TO COUNCIL

Staff recommends that the City Council adopt a resolution to approve a professional services agreement with TruePoint Solutions, LLC to perform consulting services in support of the City’s enterprise permitting system (Accela Automation) and authorize the City Manager to execute the agreement on behalf of the City of Roseville.
 
BACKGROUND

In 2013, following a competitive bid process, the City partnered with TruePoint Solutions (TruePoint) to implement the City's new enterprise permitting system, Accela Automation. Since then, the City has continued to partner with TruePoint (a certified implementation partner for Accela Inc.), as needed, to further implement and enhance the Accela platform with great success.

 

Development Services has a continued business need to contract with a third-party vendor to provide on-call support for the Accela permitting platform and provide project management services for system upgrades, enhancements, automation, and other end-user improvements.

 

TruePoint was the initial system implementer and is very familiar with the City's Accela infrastructure and management, and is uniquely suited to ensure system and business continuity during the course of the engagement.

 

Staff is requesting the approval of a Professional Services Agreement for on-call Accela support services. The cost of ongoing maintenance associated with the enterprise permitting system is supported entirely by development through permit fees, resulting in no impact to the General Fund. Funding for FY2021-22 is programmed in the Department's approved budget.


 
FISCAL IMPACT

The not-to-exceed amount for the recommended agreement is $240,000. The funding source is the Development Services Technology Investment Fund, funded by development through building permit fees for development-driven technology improvements.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
