RECOMMENDATION TO COUNCIL
Staff recommends Council adopt a resolution approving the revisions of the Parks Design & Construction Standards for release starting July 1, 2021.
| BACKGROUND
The Parks Design & Construction Standards is a guiding document that outlines design and construction standards applied to parks (neighborhood and citywide), and streetscapes. This document is updated every two years in order to ensure new codes, regulations and requirements are updated or added, address typographical errors, provide clarity in areas that may cause multiple interpretations or misinterpretations, and to ensure the latest technology in irrigation, lighting and other systems.
The revisions included in the July 2021 update include:
1. Correction of typographical errors and minor clarifications;
2. Clarifications to the establishment and close-out processes;
3. Updated site furnishings with new model numbers and updated supplier/manufacturer specifications on current products;
4. Updated lighting with updated supplier/manufacturer specifications on current products;
5. Updated irrigation, including new flow sensor and master valve models, pipe fittings, control wire connections and updated supplier/manufacturer specifications on current products;
6. Updated recommended tree list; and
7. Revised standard Parks Details to reflect updated standards, as needed, and update signature blocks to current Parks, Recreation and Libraries Director, Jill Geller.
Feedback from contractors and staff is collected over each two-year period which provides the basis for updates/revisions.
| FISCAL IMPACT
The changes described above will have no fiscal impact to projects and could potentially reduce costs by identifying equipment and materials that are less labor intensive to install and maintain. There is no general fund impact.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
